Over the last few decades, we have witnessed across the news media how currencies, sovereign debt as well as international capital investments seem to be being used as instruments to propel public and collective fear. These threats to political decision-making or the intentions of governments and society have a worldwide effect on the confidence of economic agents and of society in general. This soft power is highly effective within a ‘containment strategy’ framework.
It makes all the difference to consider the historical evolution: the fact that some currencies are no longer purely domestic, but now are used widely internationally (electronic and physical currency); and how this is made possible by means of international trade payments, corporate and sovereign debt issuance, foreign investment and remittances. In addition, how this wide internationalisation of currencies has created a system that measures the prosperity of many countries and societies around the globe.
The aim of this paper is to offer an innovative approach to providing a useful instrument for the sustainable positioning of any country in the global financial arena, both in terms of the management of financial means as well as in the proactive management of the process of legislation and self-regulation within the international scope. In a globalized world, in a strategic environment of networking interaction, the indirect approach to conflict avoidance requires governance with strategic thinking embedded. The aim of this approach should be to achieve the power that financial stability can bring – a strategy of peace and prosperity used as a springboard to give political, economic and even military powers greater effectiveness in avoiding a conflict strategy that financial instability brings about. As prosperity and progress in development requests financial stability, this thematic vision should prove useful.
The strategic environment that has resulted from the geostrategic evolution in the post-Bretton Woods period is based on the creation and development of the international financial system. This system is open and complex, forming an integrated whole that works as a coherent entity, using multiple views to think globally but act locally. Its structure has at least three pillars that allows the exercise of geofinancial power – International Financial Power (IFP). These are: 1) A unique global network with its own dynamic that resembles the circulatory system; 2) The geography of international currencies that resembles the nervous system; and 3) The system’s extreme sensitivity to inside/outside information, mainly in relation to reputational concerns, which also resembles the sensory system. The extra sensitivity of this network to outside information either reinforces or breaks the trust and connection between all the different points of the network.
The occurrence of the bilateralism of international currencies (US dollar and euro) has led to the hegemony and concentration of financial wealth and to a ‘colonized’ financial market. Nevertheless, the world has evolved for the better.
It should be possible to devise a way to apply IFP strategically in order to achieve an increasingly positive impact on maintaining steady a sustainable development. This could be achieved by restricting the waste of capital and liquidity, and embracing a financial multilateralism that includes currency diversity and co-operation among all stakeholders in the networked system.
